This is not a bashing or a rant. This is some tips that might help this OC. I am a critic, not a hater. I am here to help people with OCs and make them more complex. I leave feed back because I want you to do the best you can. I am here to help, and here to help spark some ideas for your imagination (and beyond) to make your character even more awesome. If you have any questions, you can ask at any time. 
My advice:
She looks great, but I would suggest a few changes to improve her. 
1. I would remove the wings. She seems more like an earth pony to me. A pegasus pony has the qualities of weather manipulation and walking on clouds. Wings are not just a design choice. Traits need to have purpose. For example, If I were to make an OC with a machine gun on his back, he would need to use it for war or defense, not to look cool.
I notice that there are a lot of pegasus ponies and fewer earth ponies. Earth ponies are the most common type in the canon and are gifted with strength, connection to nature, and their use of their tails to manipulate objects. I think this is a better fit for her.
2. To compensate for the negative space after removing the wings, extend the mane's roots to end mid-back. The hair can be short or long, but it would compliment the appearance.
3. add a backstory. 
A character isn't a character unless they have details that make them who they are. She could be a Mare-athon (you see what I did there?) and be very athletic. She can be a surfer. Or a swimmer. A marine biologist? why not? An astronomer? maybe. A pony's occupation or talent can be linked to his or her color scheme, just like how pinkie pie is wild and exciting looking, Sonic Shine looks like one who is in touch with nature in the ocean or interested in studying the stars. Shine does give a hint to this. I would avoid relation to the main 6. Characters don't need to rely on canon characters to make who they are. Avoid making them love interests with canon and the obvious cliches. She should be pretty easy to pull off as a strong character on her own if you have the imagination. 
4. Add a cutie mark
After you make a back story for her, you need to add an important detail for every pony. The cutie mark! I would suggest something that compliments her eye color, along the lines of a light green or purple. I would avoid red or orange as these can distract from the character in whole. If she;s an astronomer, a saturn might work nice. Maybe a constellation or your horoscope. If she likes the ocean, maybe a sea turtle or a surf board might fit the bill. A runner could have a stop watch or a medal. I would keep it around 2-3 colors and keep it simple. Avoid words as well. 
So, there's my input. I hope this helps with your character if you choose to remake her and I hope you take this into consideration.
